He was the first duke or doge of Candia/Creta, then podestà of Constantinople (1218-1220 and 1224-1227).

With his election as doge of Venice, the principle of communal sovereignty, already present in the Doge's Promission of 1192, was implemented to its extreme consequences in order to prevent the Doge's Office from becoming a monarchy: Jacopo Tiepolo's Promission offered the definitive scheme that underwent retouches and additions to reduce the doge's power more and more until the last Promission of 1789.
