Giovanni's dogate was marked by internal struggles, but cheered by the construction of the Doge's Chapel, destined to preserve the remains of St. Mark, thus fulfilling the extreme wishes of his brother Justinian.
The first of the problems Giovanni Partecipazio had to face was the sudden return of the deposed doge Obelerio Antenoreo (804-810), predecessor of his father Angelo Partecipazio (810-827), after more than 20 years of absence and exile in Constantinople. Obelerio landed at Vigilia, an island near Malamocco that later disappeared, gathering a handful of men loyal to him and claiming the dogado for himself, with the support, it seems, of the new king of Italy Lothair. In short, both Vigilia and Malamocco sided with him, but Giovanni reacted decisively: he set fire to and destroyed the two settlements, captured and hanged Obelerio and then showed his head to the rebels as a warning.
