He was 50 years old (he was born on 19 June 1373), had an important political career behind him and from 26 January 1415 m.v. was also procurator of St. Mark de citra.
Francis was a vigorous advocate of the policy of expansion into the mainland because only a territorially strong Republic could more easily defend itself against external traps and pressures.
Under him, the Republic extended its borders from the Isonzo to the Adda, restoring the Venetian domination of the north-east of Roman memory and becoming one of the largest and strongest states in Italy.
