He was from Malamocco.

From this moment on the doge, who had always surrounded himself with bishops and abbots, was flanked by two tribunes, elected annually; they were meant to help him in his duties, but in effect began to limit his powers.

The Venetian aristocracy had already begun to feel the need to flank the doge with someone to limit his powers: in this appointment lies the origin of what was later the Minor Council.

The two tribune-councillors helped the doge administer civil justice, but also criminal justice and this implicitly meant that they in some way limited the arbitrariness of the Doge's head, so much so that later (1130) they became tribune-councillors-controllers. Conversely, there was a tendency to make the duchy hereditary through the appointment by the doge of a co-regent.

Monegarius, as had happened to his two predecessors, was deposed by popular fury and overthrown because, feeling himself limited by the two tribunes, he had tried in every way to return to the primitive, absolute administration of power.
