Described as a man of great wisdom and profound piety, and a lover of peace, he committed himself to religious as well as civil and administrative reforms.
With him, the election of tribunes came to an end and the era of judges and councillors began, bodies on the side of the doge that controlled his acts and thus effectively limited dogal authority.
On the religious side he favoured the establishment of five episcopates: Caorle, Equilo/Jesolo, Cittanova/Eraclea, Torcello and Malamocco.
