Jacopo Negretti was born in Venice between 1548 and 1550 to Antonio and Giulia Brunello, granddaughter of the painter Bonifacio de' Pitati.
He was nicknamed Palma the Younger to distinguish him from his famous great-uncle, also a painter, Palma the Elder.

Still very young, it seems that in 1564 Jacopo was invited by Guidobaldo II della Rovere to the court of Urbino, having appreciated the duke's talent during his stay in Venice.In May 1567 Palma's Roman sojourn began, hosted until the following year by the duke's ambassador, Traiano Mario.To his Roman sojourn perhaps dates his participation in the decoration of the Vatican Loggias, which cannot be seen for certain due to the numerous restorations.
