Appartenente ad una delle famiglie apostoliche, figlio di Giovanni, comandante della flotta in Terrasanta durante la prima crociata (1096-1099), nipote del 33° doge Vitale Michiel I e padre del 38° doge Vitale Michiel II.

Il dogado di Domenico, che da Costantinopoli ricevette il titolo di Venecie, Dalmacie atque Croacie dux, fu impostato sulle conquiste di territori del vicino Oriente, al seguito delle spedizioni crociate, e in quel periodo di enfasi militare, l’Arsenale fu in grado di approntare fra le 40 e le 100 galee in 6 mesi.

Il doge, quindi, con la scusa di una sua possibile assenza per impegni militari, impose un editto (1121): in barba alla legislazione che bandiva co-reggenze e discendenze, pensò di ripristinare una sorta di potere assoluto, stabilendo che, in assenza del doge dalla città, uno dei figli o un parente doveva farsi carico del governo, degli affari politici e di quelli economici. Poi, sentendosi vecchio e stanco, abdicò e si chiuse nel Monastero di San Giorgio Maggiore. Pochi giorni dopo morì.
